A Zainichi private eye in the Yamato Republic, Hana Takeda, is hired to track a retired bureaucrat tied to a sudden residency revocation. As she shadows her mark through rain-slicked alleyways, she realizes another figure is mirroring her every move—a silent watcher who turns the hunter into the hunted. Their collision in a deadlock unearths a supposedly perfect crime that was never designed at all, only a bizarre product of bureaucratic slowness and sheer dull luck.
