Undercover officer Kael Voss infiltrates the "Red Lotus" syndicate, which preys on passengers through a ride-hailing network in the crumbling city-state of Meridian. As he climbs the ranks by participating in increasingly brutal assaults, his own repressed desires surface, blurring the line between hunter and predator.
